		<description>i dun really understand what ur trying to ask, but if ur trying to ask if u should delete that file, i will say yes...since that programe looks pretty useless unless u have the need of it.

Also, u should be able to download it again via search engines like yahoo or google. Even though u might not get the same file.

Not to mention, some programes uses some tools (in order to get the programe to function properly/run) that Virus scanners might mistaken it as a viruses or trojan.

Also, if that programe/process aint running, u shouldn't have to worry about it. However, its safer to delete/uninstall it

If its a startup programme(or it auto runs itself upon restarting or starting up of computer), Go to Start, click run, then type in MSCONFIG, next, click "startup" tab, find "whoiscl.exe" and disable it. 

also, u should type in "services.msc" in run and "stop" by right clicking the service, or to double check if it's running.

Also, u can try these viruses scanners/anti virus software and double check if they categorise it as a "virus"
