If its a startup programme(or it auto runs itself upon restarting or starting up of computer), Go to Start, click run, then type in MSCONFIG, next, click “startup” tab, find “whoiscl.exe” and disable it.

also, u should type in “services.msc” in run and “stop” by right clicking the service, or to double check if it’s running.
